UPDATE - FREEDOM BLVD. RECONSTRUCTION PROJECT

The anticipated completion date has been extended to April 2012. Remaining work includes completion of the Freedom Boulevard and Lincoln Street intersection and reconstruction of Freedom Blvd. Paving ProjectFreedom Boulevard between East High Street and Broadis Street.

The City expresses appreciation to the Freedom Boulevard residents, businesses and travelers that pass through the construction area regularly. The project has been delayed for the following reasons:

Additional improvements have been added to the project. Initially, the project included replacement of curb, gutter and sidewalk and reconstruction of the Freedom Boulevard from East high Street to Broadis Street. The City expanded the project scope to include more of Stanford Avenue and the intersection of Freedom Boulevard and Lincoln Street. The work at Lincoln Street will improve pedestrian safety and add landscaping. These additions have required more time.

Unforeseen circumstances have increased the time to complete the project. These include poor soils in some locations that required removal, replacement and additional compaction. There have also been abandoned utilities that were not found until excavation took place and could not be addressed until the utility companies identified them and said that they could be removed. When the work extended into the holiday season, the City directed the contractor to reschedule work to minimize the impact on local businesses.

Additional time was lost as the contractor had difficulty scheduling subcontractors. The most recent delay has come about because of a poor paving job at the Freedom Boulevard and Lincoln Street intersection. The City has required that the contractor remove the substandard paving and has asked the contractor to determine the cause of the paving problem and propose corrections before resuming work.

WHAT'S NEXT?

After the Freedom Boulevard Reconstruction project is completed, the City will begin discussions with the electric, telephone and television companies to remove the existing overhead wires and install them in the underground conduit and boxes that were installed recently. This is known as a "Rule 20A Project" and will take three to five years to plan and design. Not only are the utility poles and wires in the street removed, but the service connections from the street to the buildings are changed from overhead to underground. This will require coordination between the City and the individual property owners and tenants.  If you have any questions regarding this project, please contact Murray Fontes at 831-768-3117.

The wall is on the west side of GreenGreenValley Road Retaining Wall Project Valley Road between Main Street/Stake Route 152 and Melwood Way. One lane of traffic on south Green Valley Road at the project location will be closed at times to allow access by construction vehicles.

After the wall is complete, it will be allowed to cure for a month and then a mural of slough scene will be painted on the face.
